FIFA opens disciplinary proceedings against Spanish soccer chief Luis Rubiales over World Cup kiss controversy.

The events may constitute violations of article 13 paragraphs 1 and 2 of the FIFA Disciplinary Code,” FIFA said in a statement.

Article 13 relates to infringements of laws of the game, for example “violating the basic rules of decent conduct.”

RFEF President Rubiales is also coming under renewed pressure from two of Spain’s leading organizations involved in women’s soccer over his behavior in the aftermath of La Roja’s World Cup victory.

The union representing Spain’s women soccer players has called for the country’s football federation chief to be punished for kissing Jennifer Hermoso on the lips following the team’s World Cup victory, as it vowed to fight back against “machismo and sexism.”
